Gwent PCC commissions report to tackle hate crime under-reporting among BME groups

BBC News reports on the launch of a report commissioned by the Police and Crime Commissioner for Gwent, Jeff Cuthbert, and carried out by Race Council Cymru which shows BME communities in Gwent “regularly” experience hate crime but are failing to report them to the police.

The 10 month study found that victims regularly experienced “verbal abuse, bullying and physical assault” but did not report the incidents to the police because they feared not being believed or taken seriously. 

Language, cultural barriers and poor engagement with police were all cited as key findings affecting BME communities and their fears about reporting hate crime.

PCC Jeff Cuthbert welcomed the report at a launch event held in Newport today saying he hoped it would serve as a “catalyst” to “breaking down barriers”.

Under-reporting of hate crime among minority communities is a major problem with data from the most recent Crime Survey for England and Wales, combined surveys for 2012/13 and 2014/15, showing half of all hate crimes do not come to the attention of police.
